Here is an unusual piece we believe would be used to go over a button on a blouse. The images here show it both with and without a vintage button. The fabric is heavy weight and appears to be cotton eyelet.

Eight leaf like panels of eyelet are sewn together to form a very full ruffle when it is placed over a button.
